Deltek’s Top Unrestricted Contracting Opportunities for FY 2025

The new federal fiscal year is well underway, which means contractors who sell to the government have a chance to make a fresh start, find new business opportunities and prepare to hit their goals in 2025.

To aid government contractors in those efforts we are excited to reveal the Top Unrestricted Federal Opportunities for FY 2025, our latest edition of the annual series of reports and webinars highlighting the federal bellwether contract opportunities for the coming fiscal year.

These unrestricted federal opportunities are free and open to any contractor. They may last for multiple years, be available to many providers of goods and services, and carry valuations of billions of dollars.

Top Federal Unrestricted Opportunity Trends

Our research on the top unrestricted opportunities examines the largest business opportunities expected to be offered by federal government agencies, over the course of the new fiscal year. In the course of our research on how those opportunities have evolved, we noticed a few trends developing in the federal market that impact those opportunities. 

Increase in Contract Spending – But Fewer Primes

Total contract spend has been trending up in the last several years, rising from $662B in FY 2021, to $707B in FY 2022, and $776B in FY 2023. But while spend increases annually, the number of individual companies receiving this money keeps decreasing.

This trend is driven by category management policies within the federal space, which often leads agencies to either rely on existing government-wide contracts for procuring goods and services rather than issuing their own agency-specific contracts – or they're consolidating their existing contracts into one large opportunity. We saw that a lot on last year's Top Opportunities list. As a result, prime contractors are increasingly facing heightened competition due to fewer opportunities.

Impact of Presidential Elections on Contracting

We examined the GovWIn database to see if there is an increase in canceled opportunities with a new presidential administration. We found that during the last two presidential administration transitions, there was no clear quarterly pattern related to the incoming administration canceling opportunities.

Top Unrestricted Federal Opportunities for Contractors in FY 2025

For 20 years GovWin’s Federal Research team has produced a series of reports examining the leading federal contracting opportunities for each fiscal year. Each of the opportunities we featured in this research was drawn from Deltek’s GovWin IQ solution, which tracks U.S. and Canadian government contracting opportunities, and was vetted by our team of federal market research experts.

The list of opportunities included in the top 20 have estimated solicitation dates in FY 2025 and are selected based on the total expected contract value or the anticipated ceiling value. These contracts are expected to shape the federal government contracting environment in the months to come.

These were the top three opportunities, in terms of dollar value, that our research uncovered.

Community Care Network Next Generation (CCN)

The Veterans Health Administration has a continued requirement for Community Care Network (CCN) services and healthcare resources, with an estimated value of $196B. VA recognizes that while the healthcare landscape is constantly changing, VA’s unique population and broad geographic demands will continue to require community-based care for Veterans.

Marketplace for the Acquisition of Professional Services (MAPS)

The Department of the Army, Army Materiel Command (AMC), Communications-Electronics Command (CECOM), has a requirement for knowledge-based professional services for programs with Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) related mission requirements. Deltek estimates this to be valued at $50B. The Government is merging the scope of Responsive Strategic Sourcing for Services (RS3) with the Army Computer Hardware Enterprise Software and Solutions (CHESS) office Information Technology Enterprise Solution – 3 Services (ITES-3S) contract.

Management and Operation of the Oak Ridge National Laboratory (ORNL M&O)

Oak Ridge National Laboratory (ORNL) is a federally funded research and development center located in Oak Ridge, Tennessee, United States. It is the largest multi-program laboratory and is engaged in a wide range of activities that support DoE’s mission of ensuring scientific discoveries and technical breakthroughs needed to realize solutions in energy and national security and provide economic benefit to the nation. It has been managed and administered by UT Battelle ever since 1999. During the duration of its operation and maintenance, UT Battelle has awarded numerous small business sub-contracts. The overall value is estimated by Deltek to be $34.5B.
