For this article, we’ve highlighted opportunities from Deltek’s GovWin IQ Federal Opportunities database that have a full and open competition type and have an expected solicitation date in FY 2026.

A Brief History of Top Opportunities

GovWin’s Federal Research team annually produces a series of reports examining the government’s federal bellwether contracts for each fiscal year. This year’s edition of the series includes analysis focusing on both the top unrestricted opportunities and top set-aside opportunities.

The top 20 unrestricted federal opportunities for FY 2025 were valued at over $463 billion, and FY 2026 is expected to bring similarly high-value contracts. These represent some of the largest procurement opportunities across federal agencies, making them essential targets for contractors seeking growth.

Contractors can benefit from the detailed year-over-year insights in this research, including what’s new, what’s been delayed, and what’s been canceled. This helps firms anticipate market shifts and avoid investing resources in opportunities that may no longer be viable.

Top 20 Unrestricted Federal Opportunities for 2026

These federal opportunities are free and open to any contractor. They may last for multiple years, be available to many providers of goods and services, and be worth millions – if not hundreds of millions – of dollars.

Each of the opportunities were drawn from Deltek’s GovWin IQ solution of business development intelligence on government contracting opportunities and were vetted by the company’s team of federal market research experts. The report highlights how procurement strategies are evolving under the second Trump Administration. Contractors must understand how policy changes and budget reallocations are influencing agency behavior—especially in departments like DoD, VA, and DHS—to align their bids with current priorities.

The full report goes into detail about all 20 opportunities. Here, we’ve offered a sample of three:

  1. Community Care Next Generation (CCN Next Gen) Medical Network East and West, and Dental Network. VA’s Office of Integrated Veteran Care (IVC) plans to further streamline and enhance community care processes and services through the CCN Next Generation contract initiative. Community Care Network Next Generation looks to build upon lessons learned and implement industry best practices through extensive market research, innovative acquisition strategies, and review and analysis of acquisition and contract requirements. VA intends to include specific FAR, VAAR clauses and VA-specific provisions in the solicitations.
  2. OASIS Plus Multiagency Contracts (OASIS+). This contract is planned to replace the One Acquisition Solution for Integrated Services (OASIS) acquisition vehicle and it will include functional areas from other GSA contracts such as BMO (Building Maintenance and Operation) and HCaTS (Human Capital Training Solution). GSA wants to lower barriers of entry for new industry partners and plans to enable a routine on-ramping for the contract and it eliminated caps on the number of awards.
  3. Logistics Civil Augmentation Program (LOGCAP). LOGCAP is a Department of the Army Regulatory Program directed by Army Regulation (AR) 700-137, to augment the force by providing a service capability to meet externally driven operational requirements for rapid contingency augmentation support. The purpose of LOGCAP is to rapidly provide scalable sustainment capability to meet commanders’ operational requirements to enable freedom of action, extended operational reach, and prolong endurance.

    The full list of opportunities included in our research have estimated solicitation dates in FY 2026 and are selected based on the total expected contract value or the anticipated ceiling value. These contracts are expected to shape the federal government contracting environment in the months to come.
