  • Army Logistics Civil Augmentation Program VI (LOGCAP VI): The largest opportunity on this year's list, the scope of services falls within core logistics functions, including Deployment and Distribution, Supply, Maintenance, Logistics Services, Operational Contract Support, Engineering, and Health Services. Deviating from historical procurements, the Army plans to release a separate Small Business Suite solicitation planned to replace other logistics contracts and smooth rapid mobilization efforts. Enhanced Army Global Logistics Enterprise (EAGLE) contract work, as well as various Army Prepositioned Stocks (APS) maintenance and stock requirements, will merge into the new suite.
    • Estimated Contract Value: $82 billion
  • DTIC Information Analysis Centers Multiple Award Contract (IAC MAC): Supporting hundreds of Department of Defense (DoD) vehicles, this research and development vehicle saw its ceiling value jump from $28 billion to $48 billion ahead of the recompetition. The vehicle maintains three Technical Focus Area Pools, with one pool reserved for small business concerns.

  • Management and Operation of the NASA Jet Propulsion Laboratory FFRDC: The contract behind some of NASA's most recognizable and technically complex missions – including the Mars Perseverance Rover and the Europa Clipper – this prestigious facility management contract could shift dynamics. Historically sole-sourced to Caltech, this cycle introduces a bidding environment that unlocks significant short- and long-term teaming and subcontracting opportunities within aerospace and technology.
    • Estimated Contract Value: $30 billion

Top Set-Aside Opportunities

  • Special Operational Equipment Tailored Logistics Support Program 6 (SOE TLS): The largest small-business opportunity on this year's list, this Defense Logistics Agency requirement already supports roughly $3 billion in annual sales, with more than 50,000 task orders issued since award, and mandates round-the-clock contractor support. This offers a significant opportunity for contractors.
    • Estimated Contract Value: $60 billion
  • Streamlined Technology Acquisition Resources for Services IV (STARS IV): This GSA 8(a) IT services vehicle is the direct successor to 8(a) STARS III, and its timing is notable: it comes as the 8(a) program resumed approving new applicants in August 2026 after a year-long pause.
    • Estimated Contract Value: $50 billion
  • Census Bureau Transformation Application Modernization (CenTAM): A brand-new requirement with no incumbent, CenTAM will support modernization across the Census Bureau's business, IT, demographic, and decennial programs through four separate Blanket Purchase Agreements. Contractors looking to be successful should consider teaming arrangements.
