Deltek’s Top Architecture, Engineering, Construction and Professional Services Opportunities for FY 2025
Deltek GovWin IQ tracks opportunities across multiple industries to surface the most relevant and largest contracts in federal contracting. In this blog, we will highlight trends in the Top AEC (Architecture, Engineering and Construction) Opportunities and the Top Professional Services Opportunities for FY 2025.
Our most recent versions of these annual reports and webinars highlight the biggest federal government contract opportunities expected to be released in the 2025 fiscal year.
Top Opportunities in a Changing Market
The federal government’s Department of Government Efficiency has been quickly canceling contracts, reshaping the contracting market in many different industries. Contractors should be mindful of these fast-moving changes and follow GovWin’s market analysts for the timeliest updates on contract statuses.
Though an increase in canceled contracts, funding and staff reductions is expected to continue as the new administration attempts to shrink federal programs and the workforce, contractors should take note of the direction that different federal agencies may be headed under the new administration for upcoming opportunities.
Professional Services Top Opportunities Trends
Prior to this year professional services spending by the federal government has been slowly on the rise, as Senior Research Manager Shadi Shakibai explains below in this Professional Services Top Opportunities webinar clip.
Here are three major takeaways from our research into professional services government contracting for 2025. These opportunities come from a range of agencies, and the trends we call out here are generally relevant to all professional services vendors.
- Contract Cancellations
The Department of Government Efficiency (DOGE) is currently targeting professional services contracts for cancellation more than any other type of requirement. - Army Opportunities Leading the Way
Army Opportunities represent 50% of the FY 2025 Professional Services Top 10 Total Contract Value in our Top Opportunities research, largely due to the MAPS (Marketplace for the Acquisition of Professional Services) contract. Both the Army and the DHS had two opportunities listed among the top 10. - Subcontracting Opportunities
With more contract consolidation and fewer primes comes a relative increase in subcontracting opportunities. Professional Services vendors should review the large primes that are still offering potential subcontracts and monitor these opportunities in real-time to avoid falling behind the competition.
Architecture, Engineering and Construction Top Opportunities Trends
Here, we focus on three trends tied to opportunities in AEC categories. These federal opportunities are open to contractors doing business in architecture, engineering or construction segments. They consist of prime contract opportunities from a range of agencies and each opportunity can carry valuations of up to billions of dollars.
- Contract Consolidation
Even before the DOGE began canceling contracts, consolidation was already a major factor for AEC contractors. Consolidation of the current federal real estate portfolio is ongoing and has been urged by Congress since the last administration. Many agencies will not be renewing at the same rate or footprint as before – there's a desire to separate agencies from older, aging and worn buildings. Different stakeholders at the Capitol are demanding upgrades, green practices for longevity, and overall reductions in project planning/output to save money. - Integrated Technology
As Senior Research Manager Rachel Doherty explained in this on-demand webinar, federal AEC firms with government-sector practices are focusing a good amount of attention on integrating technology into services and operations. This includes improving project management and personnel development methods. - Developing Market
Our research team has been tracking canceled contracts and government policy on a regular basis in our resource hub. As the market for professional services and other federal government contracts continues to change, government sellers should bookmark our New Administration resource hub to gain the information needed to pivot quickly.
Top AEC Opportunities for FY 2025
Boost your Architecture, Engineering or Construction Business
Total contract spend has been trending up in the last several years, rising from $662B in FY 2021, to $707B in FY 2022, and $776B in FY 2023. But while spend increases annually, the number of individual companies receiving this money keeps decreasing.
This trend is driven by category management policies within the federal space, which often leads agencies to either rely on existing government-wide contracts for procuring goods and services rather than issuing their own agency-specific contracts – or they're consolidating their existing contracts into one large opportunity. We saw that a lot on last year's Top Opportunities list. As a result, prime contractors are increasingly facing heightened competition due to fewer opportunities.
Impact of Presidential Elections on Contracting
We examined the GovWIn database to see if there is an increase in canceled opportunities with a new presidential administration. We found that during the last two presidential administration transitions, there was no clear quarterly pattern related to the incoming administration canceling opportunities.

Top Unrestricted Federal Opportunities for Contractors in FY 2025
For 20 years GovWin’s Federal Research team has produced a series of reports examining the leading federal contracting opportunities for each fiscal year. Each of the opportunities we featured in this research was drawn from Deltek’s GovWin IQ solution, which tracks U.S. and Canadian government contracting opportunities, and was vetted by our team of federal market research experts.
The list of opportunities included in the top 20 have estimated solicitation dates in FY 2025 and are selected based on the total expected contract value or the anticipated ceiling value. These contracts are expected to shape the federal government contracting environment in the months to come.
These were the top three opportunities, in terms of dollar value, that our research uncovered.
Community Care Network Next Generation (CCN)
The Veterans Health Administration has a continued requirement for Community Care Network (CCN) services and healthcare resources, with an estimated value of $196B. VA recognizes that while the healthcare landscape is constantly changing, VA’s unique population and broad geographic demands will continue to require community-based care for Veterans.
Marketplace for the Acquisition of Professional Services (MAPS)
The Department of the Army, Army Materiel Command (AMC), Communications-Electronics Command (CECOM), has a requirement for knowledge-based professional services for programs with Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) related mission requirements. Deltek estimates this to be valued at $50B. The Government is merging the scope of Responsive Strategic Sourcing for Services (RS3) with the Army Computer Hardware Enterprise Software and Solutions (CHESS) office Information Technology Enterprise Solution – 3 Services (ITES-3S) contract.
Management and Operation of the Oak Ridge National Laboratory (ORNL M&O)
Oak Ridge National Laboratory (ORNL) is a federally funded research and development center located in Oak Ridge, Tennessee, United States. It is the largest multi-program laboratory and is engaged in a wide range of activities that support DoE’s mission of ensuring scientific discoveries and technical breakthroughs needed to realize solutions in energy and national security and provide economic benefit to the nation. It has been managed and administered by UT Battelle ever since 1999. During the duration of its operation and maintenance, UT Battelle has awarded numerous small business sub-contracts. The overall value is estimated by Deltek to be $34.5B.
