Alliant Follow-on Solicitations Stress Vendor Track Records
Final requests for proposals (RFPs) have been issued for GSA’s Alliant 2 Unrestricted and Alliant 2 Small Business. The solicitations for both IT service contracts are lengthy. Previously released draft solicitations introduced the elements of teaming and scoring for past performance. The final RFPs include some changes from the earlier versions, prompting GSA leadership to encourage applicants to read the lengthy documents carefully. In particular, these revisions may impact how vendors score past performance. The scoring matrix for vendors’ track records is an aspect of the competition that has garnered attention for how it may shape competitive positioning and teaming arrangements.
Indeed, the different rules for assessing prior work will influence decisions for how service providers approach their bid for a place on the new vehicles. As a result, complexities around past performance and vendor risk management are likely topics for discussion in the upcoming preproposal conference. Vendors interested in a place on the contract vehicle need to have proposals for completed for submission by the August deadline, paying careful attention to compliance with response requirements. Solicitations for the Alliant 2 Unrestricted and Alliant Small Business government wide acquisition contracts are available via the Federal Business Opportunities (FBO) website. Awards are currently anticipated in early 2017.
